Launching of Cuyapo Citizen's Charter

The Local Government Unit of Cuyapo, Nueva Ecija has successfully launched its own Citizen’s Charter on July 24, 2009 in accordance with the directive from the Civil Service Commission and the Department of Interior and Local Government pursuant to the RA 9485 or the Anti-Red Tape Act of 2007.

The Citizen’s Charter aims to promote transparency in government with regard to the manner of dealing with the public by requiring each agency to simplify frontline service procedures, formulate service standards to observe in every transaction and make known these standards to the client.

In compliance to the RA 9485, Hon. Mayor Amado R. Corpus, Jr., Chairman of the Citizen’s Charter Steering Committee, initiated the crafting and formulation of the municipality’s Citizen’s Charter (CitCha) together with Municipal Administrator Grace Uy-Corpus, Task Force Head on Citizen’s Charter Preparation, and all the Department Heads with the collaboration of Ms. Joanna Liza Olorvida, LGOO II, to ensure the validity and quality of the document.

Frontline services of the local government unit were outlined in a step-by-step procedure, identifying the employee in-charge of each step, the amount of fees to be collected, the documents to be presented by the client and the expected period of time each service can be completed. Tarpaulins are posted at the entrance of each office as guides to incoming clients of the services they render. At the main lobby of the Cuyapo Town Hall, a Public Assistance Desk is set up to cater to any information or inquiry. Frontline services of each of the offices are in the form of flyers available at the reception desk.

The highlights of the launching are the unveiling of the Citizen’s Charter of Cuyapo, Nueva Ecija in the presence of Dir. Jesusa Censon-de Leon of the Civil Service Commission, Cabanatuan City Field Office, and DILG Provincial Director, Abraham Pascua, Ph. D., CESO III and the handing over of the CitCha Handbook to the people represented by the different sectors of the community also present during the event. Earlier that day, a re-orientation of the CSC Rules and Regulations on RA 6713 with the emphasis on the Eight (8) Norms of Conduct of Public Officials and Employees was also conducted by no less than the Dir. Jesusa Censon-de Leon. The Citizen’s Charter of the Municipality of Cuyapo will serve as a guarantee for the effective delivery of quality public service to the constituency.
